Introduced by presidential message in May 2024 and merged with an earlier parliamentary motion (Boletín 15869-19), the bill classifies AI system uses into unacceptable, high, limited and no-evident-risk categories, prohibits certain practices, and sets obligations, incident reporting and sanctions. It creates a Technical Advisory Council on AI to advise MinCiencia and proposes periodic review of the law. The Chamber of Deputies approved the text in October 2025 and it is now in second constitutional stage before the Senate's Future Challenges, Science, Technology and Innovation Committee.

Política Nacional de Inteligencia Artificial – Actualización 2024 y Plan de Acción (National Artificial Intelligence Policy – 2024 Update and Action Plan)

Chile updated its 2021 National AI Policy in 2024, keeping the ten-year horizon to 2031 but reorienting it around ethics, governance and inclusion after a participatory process across the country's regions. The accompanying action plan lists 177 initiatives coordinated by 14 ministries under axes covering enabling factors, development and adoption, and governance and ethics, with periodic progress reporting. The update was presented on 2 May 2024 together with the announcement of a government bill to regulate AI systems.

Voluntary Code of Conduct on the Responsible Development and Management of Advanced Generative AI Systems

This voluntary code asks Canadian developers and managers of advanced generative AI systems to commit to measures under six principles: accountability, safety, fairness and equity, transparency, human oversight and monitoring, and validity and robustness. Obligations are scaled according to whether a system is made available for general public use. It was introduced as a bridge while the Artificial Intelligence and Data Act was before Parliament, and lists around fifty signatory organisations.

Artificial Intelligence and Data Act

Artificial Intelligence and Data Act (Part 3 of Bill C-27, Digital Charter Implementation Act, 2022)

The Artificial Intelligence and Data Act (AIDA) was proposed as Part 3 of Bill C-27 and would have required organisations designing, developing or deploying high-impact AI systems to assess and mitigate risks of harm and bias, keep records and publish information, with enforcement by an AI and Data Commissioner and penalties for serious offences. The bill passed second reading in the House of Commons in April 2023 and was studied in committee through 2024 but never advanced to report stage. It lapsed when the 44th Parliament ended in early 2025 without the bill being passed.

Quebec Law 25 (S.Q. 2021, c. 25): provisions on decisions based exclusively on automated processing and biometric systems

Section 12.1 of the private-sector privacy act (as amended by Law 25, in force 22 September 2023) requires any enterprise that uses personal information to render a decision based exclusively on automated processing to inform the person no later than when the decision is made, and, on request, to tell them what personal information was used, the reasons and principal factors and parameters, and their right to have the information corrected, and to give them an opportunity to submit observations to a person who can review the decision. Biometric identification databases must be declared to the Commission d'accès à l'information 60 days before use, and privacy impact assessments are mandatory for projects involving personal information. Penalties reach CAD 25 million or 4% of worldwide turnover.

The Act allows the Ontario government to make regulations governing the use of AI systems by public-sector entities (ministries, agencies, hospitals, school boards, municipalities as prescribed): requirements to disclose AI use, to develop and implement accountability frameworks, to take steps to manage risks, to have human oversight, and prohibitions on prescribed uses. It also addresses cyber security and children's digital information.

Bahrain Policy Adopted

General Policy for the Use of Artificial Intelligence

A binding policy for Bahraini government entities structured around four pillars: compliance with AI-related laws and policies (including the Personal Data Protection Law and the GCC AI ethics guide), use and adoption of AI technologies, awareness and education, and local and international cooperation. It defines roles and responsibilities for entities and assigns oversight to iGA. Alongside the policy, Bahrain adopted the GCC Guiding Manual on the Ethics of AI Use.

PL 2338/2023 is Brazil's flagship AI bill, introduced in the Senate in May 2023 and approved by the Senate plenary on 10 December 2024 after extensive amendment. It classifies AI systems by risk, bans certain uses, sets obligations for developers and deployers of high-risk systems, and provides for rights of affected persons and a national governance system. The Senate transmitted the text to the Chamber of Deputies on 17 March 2025, where a special committee is examining it.

Plano Brasileiro de Inteligência Artificial 2024-2028 – PBIA (Brazilian Artificial Intelligence Plan 2024-2028)

The PBIA is a four-year national plan that commits around R$23 billion to AI infrastructure, skills, public-sector applications, business innovation and governance. Headline measures include acquiring a top-tier supercomputer powered by renewable energy, developing Portuguese-language models, and short-term actions in health, education, agriculture and public services. The proposal was presented at the 5th National Conference on Science, Technology and Innovation and formally approved by the CCT through Resolução CCT nº 4/2024, with a final version later published under MCTI coordination.

Bhutan National AI Strategy 2025 (NAIS 2025)

A national strategy framed around the vision of AI rooted in Gross National Happiness. It identifies eight focus areas (agriculture and livestock, tourism, green energy, education, health, public service delivery, natural resources and biodiversity, and culture and language) and seven enablers such as infrastructure, governance and regulation, cybersecurity, skills, research, collaboration and funding. It aims to raise Bhutan's AI maturity by the end of the 13th Five Year Plan and includes monitoring, evaluation and risk-mitigation provisions.

Voluntary AI Safety Standard (Australia)

The Voluntary AI Safety Standard gives Australian organisations ten guardrails for developing and deploying AI safely and responsibly: accountability and governance, risk management, data governance and protection, testing and monitoring, human control and intervention, user transparency, contestability, supply-chain transparency, record keeping, and stakeholder engagement. The guardrails were designed to align with the mandatory guardrails proposed for high-risk settings so that early adopters would be prepared if those became law.
