Plano Brasileiro de Inteligência Artificial 2024-2028 – PBIA (Brazilian Artificial Intelligence Plan 2024-2028)

The PBIA is a four-year national plan that commits around R$23 billion to AI infrastructure, skills, public-sector applications, business innovation and governance. Headline measures include acquiring a top-tier supercomputer powered by renewable energy, developing Portuguese-language models, and short-term actions in health, education, agriculture and public services. The proposal was presented at the 5th National Conference on Science, Technology and Innovation and formally approved by the CCT through Resolução CCT nº 4/2024, with a final version later published under MCTI coordination.

Projeto de Lei nº 2338/2023 – Dispõe sobre o uso da Inteligência Artificial (Bill No. 2338/2023 – On the use of Artificial Intelligence)

PL 2338/2023 is Brazil's flagship AI bill, introduced in the Senate in May 2023 and approved by the Senate plenary on 10 December 2024 after extensive amendment. It classifies AI systems by risk, bans certain uses, sets obligations for developers and deployers of high-risk systems, and provides for rights of affected persons and a national governance system. The Senate transmitted the text to the Chamber of Deputies on 17 March 2025, where a special committee is examining it.
