Plan Nacional de Inteligencia Artificial (National Artificial Intelligence Plan)

Mexico's National AI Plan, prepared by the ATDT and presented in April 2026, organises federal AI efforts around three pillars: an ethical and legal framework, talent and public software, and strategic compute infrastructure. It includes a public AI training centre aiming to certify tens of thousands of people, a government 'Fábrica de IA' developing solutions for public services, and the Coatlicue supercomputer, with 2026 milestones and 2030 targets for citizen-facing AI services.

This initiative, signed by a bloc of Morena and PVEM deputies and published in the Gaceta Parlamentaria on 30 April 2025, would create Mexico's first general federal AI law. It proposes principles of legality, transparency, human oversight and precaution, a risk 'traffic light' classification with prohibited uses, a National AI Council and an algorithmic audit platform. It was referred to committee and remains under consideration in Congress.
