Serbia, an EU candidate, adopted the first AI development strategy in the Western Balkans in 2019 (2020–2025), ethical guidelines for AI in 2023, and a new AI Development Strategy 2025–2030 in 2025, and has been drafting a law on artificial intelligence aligned with the EU AI Act. The Office for IT and eGovernment and the Institute for AI Research and Development of Serbia lead implementation.

Adopted in March 2023, the guidelines set principles and requirements for trustworthy and responsible AI in Serbia (human agency, safety, privacy, transparency, non-discrimination, societal well-being, accountability), with self-assessment questions for developers and users, drawing on the EU ethics guidelines and the UNESCO recommendation.

Adopted in 2025, the second national AI strategy sets goals to 2030 on research and talent, AI in the economy and public administration, data and compute infrastructure, trustworthy AI and alignment with the EU AI Act and the Council of Europe convention, and the preparation of an AI law.
